Dowdell PUD Proposal to Remove Constable Service: In an effort to understand the position of Dowdell PUD, and recent election activities for maintenance Ad Velorum Tax that failed last May, they send a flier out in the mailers, requesting information on whether or not, you the residents would approve or not approve a $10.00 raise in the water bill to cover 1 officer that is currently on contract. Our efforts with Dowdell were simple. Cost per officer per active water meter was $3.86 per month per officer. The election tax, had nothing specific to this effect, and was a blanket $0.50 per $100.00 value of your home on HCAD. Most homes in Willow Forest average about $95,000.00 on HCAD. That would have been a tax of almost $500.00 extra every year to Dowdell and if it was applied to your water bill every month, your bill would be in excess of $100.00/mo. They receive taxes every year as it is. Collective efforts of the five neighborhoods within the Dowdell service area, were to ask for a "Specific Tax" that explicitly spells out the use of the money. Our proposal was for 2 more officers be placed on contract at the $3.86 per officer, per meter and we'd have three officers for the Dowdell PUD service Area. Now with the flier, your asked to approve or not a 10.00 per meter for the one officer already on contract. The one officer has 5 neighborhoods to patrol, which are Willow Forest, Mirimar Lakes, Willow Trace, Willow Dell, and Creekside place. Not to mention the area businesses on Kuykendahl are included in this. The term used internally for PCT 4 is 70/30. That means that per contract, 70% of the time is to be spent in the contracted areas, and 30% is respond to calls for service. With this in mind, the total drive time for one officer on an 8hr shift allows for only 18 minutes in service while the remainder is outside on calls that are 911 calls for service. Dowdell officials are elected members by public election and need to be reminded of this fact when you fill out the flier. The Home Owners Association is closely watching this and will be at Dowdell's meetings on Haude Rd off of Louetta. DowDell PUD meeting time is every Third Thursday of the Month at 7pm. It is encouraged that all homeowners, renters, alike, that pay Dowdell for water, to show up at the next meeting on July, 16th at 7pm. It is our goal to approach Dowdell again with the previous proposal for a specific tax dedicated to officers contracts only.
